Russian Scientist Mirzayanov developed Novichok and then he defected to USA after the Soviet Union collapsed. Therefore it would be exceptional if he didn't carry with his work to the USA; at the same time it would be doubtfully the USA would refuse his work. The assumption could be made that the USA could also have a stockpile of Novichok.
Novichok is a combination of 60 ineffective various powders but put together it becomes deadly. More deadly than VX. Experts state that about 20 countries are capable to produce Novichok. Some legal registered by OPCW and some illegal.
OPCW demands a signature on Novichok for the country to be identified. Since Porton Down could not identify the origin of country it is assumed it has been produced by a rogue country.
To point at Russia, whatever they might be, without proof is wrong. It could just as well be UK or USA; none of them are perfect either.

Prohibition of Chemical Weapons to produce chemical weapons, including nerve
agents.

state it could also have come from Uzbekistan.

later the BBC and others reported that US experts were helping to destroy its
stock of nerve agents, especially Novichok.

BBC must
remember their previous report of US decommissioning of Novichok in Uzbekistan and
therefore to ignore these facts to back May’s claim that it is Russia totally
wrong.
Another sickening
fact emerged when the anti-Corbyn MPs used it to proclaim to “stand-shoulder-to-shoulder”
with the Tories.
Corbyn is a
real statesman and kept his head asking for proof before jumping to conclusion.
